For the first time in Philippine history, two health reform advocates are joining forces in the 2025 elections, pledging to deliver quality healthcare services to the nation’s most underserved families and ensuring universal access to essential health services for every Filipino.
Drawing inspiration from the legacy of the late Senator Dr. Juan Flavier (1995–2007), celebrated for his campaign to “Bring a Doctor to the Senate,” renowned physician Dr. Willie Ong and Dr. Jondi Flavier, the lead nominee of the HEALTH ALLIANCE PH (HEAL PH) Party-List 152, have announced their candidacy for the May 2025 midterm elections.
Their campaign message is clear: “Let’s DOH it again.”
Joining their mission are former Department of Health (DOH) Undersecretary Dr. Eric Tayag and former Department of Environment and Natural Resources (DENR) Undersecretary Major General Bennie de Leon, who have stepped forward as key nominees for the HEAL PH team.
Dr. Willie Ong and HEAL PH share a steadfast commitment to promoting the principles of Primary Health Care, as outlined in the 1978 Alma Ata Declaration, and to fully supporting the Universal Health Care Act of 2019, also known as “Kalusugan Pangkalahatan.”
With a unified vision for change, they aim to champion the G.O.A.L. program, which focuses on delivering tangible benefits to underserved Filipino communities:
G – Gamot (Free Medicine)
O – Operasyon (Free Medical Operations)
A – Abiso (Correct Health Advice)
L – Lab Tests (Free Laboratory Tests)
Dr. Willie Ong and HEAL PH are dedicated to prioritizing urban poor communities and remote barangays, ensuring that those most in need receive the care they rightfully deserve.
They have also pledged to collaborate with the Department of Health (DOH) and local government units (LGUs) to recruit, train, and deploy young, idealistic doctors and health workers to underserved areas, continuing the impactful program initiated by Dr. Juan Flavier in 1993.
A cornerstone of their platform is the introduction of Health Cards offering unlimited medical coverage. These cards will grant vulnerable Filipinos access to essential healthcare services, ranging from primary care to specialized treatments. Not only will they save lives, but they will also help address fraud in healthcare facilities.
Rather than channeling resources into new infrastructure, Dr. Willie and HEAL PH will focus on optimizing and modernizing existing government health facilities to improve efficiency and service delivery.
Additionally, they are committed to safeguarding public health funds by enforcing stricter penalties for their misuse. Misappropriation of these vital resources will be treated as a non-bailable offense, ensuring accountability and transparency in the healthcare system.
The Manifesto of Solidarity and Collaboration, signed by Atty. Gilbert Lauengco, Chief of Staff to Dr. Willie Ong, was officially unveiled today, December 12, 2024, at Spices Restaurant, The Peninsula Manila, Makati. The event was graced by the presence of Dr. Jondi Flavier, Dr. Eric Tayag, General Bennie de Leon, and other nominees of HEAL PH, marking a significant milestone in their collective commitment to healthcare advocacy.
